About I/O Safety

Our Mission

Beyond "Check-the-Box" Compliance

I/O Safety exists to make workplaces safer and perform optimally by combining front-line experience, providing safety education and certifications, ISO management systems, with the science of Industrial and Organizational (I/O) Psychology—the study of workplace behavior.

We help organizations move beyond "check-the-box" compliance to build learning-oriented, psychologically safe safety cultures where people are well-informed, speak up, learn from mistakes, and go home safe—every shift, every time.

Traditional safety programs often focus solely on rules, regulations, and penalties. While compliance is necessary, it is not sufficient. Organizations can have all the right procedures on paper yet still experience serious incidents because the underlying culture discourages open communication, rewards production over safety, or fails to learn from near misses.

That's where I/O Safety makes the difference. By applying proven principles from Industrial and Organizational Psychology—such as behavior measurement, climate assessment, leadership development, and change management—we help clients identify the hidden barriers to safety excellence and implement sustainable improvements that stick.

About Me

Rob DuBon: Founder & Principal Consultant

My name is Rob DuBon, and I am an emerging organizational, workforce, and change consultant with decades of hands-on experience in power system operations, high-voltage, and high-hazard environments, and safety leadership. I founded I/O Safety, a Region Six IASHEP Learning Center and Certified Instructor, to help organizations "Grow to their full professional potential".

Frontline Experience

A Career on the High-Voltage Frontline

Decades of hands-on leadership in high-hazard, mission-critical environments.

Power System Operations

Worked as an Electric Station Operator and Power System Operator for LADWP, responding to emergencies, restoring power, operating high-voltage equipment, issuing Work Authorities, and coordinating work with field crews, neighboring utilities, refineries, and large industrial customers.

Mission-Critical Infrastructure

Operated as a lone worker making critical decisions without assistance. Performed and overseen work in high-hazard environments where 24/7 reliability, rapid critical decision-making, and rigorous safety practices are non-negotiable.

Safety & Training Leadership

As Safety & Training Manager at LADWP, led safety initiatives, authorized Qualified Electrical Workers, reviewed hot-work plans, conducted site visits, and enforced high-voltage safety policies. Co-chaired five Joint Labor-Management committees.

Regulatory Compliance

Managed Boiler and Pressure Vessels Unit, delivering OSHA DIR/DOSH and NBBI compliant inspections. Produced the first Department Emergency and Continuity of Operations Plan (DECOOP) for rapid, coordinated response.

Training System Design

Established ESOT program standards, developed Power System Operations and NERC Certification classes, created Pre-Electric Station Operator classes, and authored Substation Instruction Bulletins for high-voltage safety procedures.

Safety Culture Advocacy

Challenging fear-based, blame-oriented safety cultures. Advocating for "Just Culture," frontline voice, simplified reporting channels, non-punitive learning huddles, and leadership accountability.

Experience Across High-Hazard Environments

LADWP Leadership Roles

  • Responded to high-voltage emergencies and operated complex substation equipment
  • Coordinated work using three-way communications with field crews and industrial customers
  • Modernized safety and training frameworks including Apprentice Machinist, Electrical Repairer, and Electric Station Operator Training
  • Designed and delivered Electric Station Access 111 training for high-voltage and non-electrical personnel
  • Served as subject-matter expert for Introductory Electrical Course and Worker Safety Group Tour training

Safety Culture Analysis

Studied LADWP's Power Construction and Maintenance division, identifying critical gaps:

  • Limited psychological safety — employees feared blame or retaliation for speaking up
  • Production-first pressures prioritizing throughput over safe execution
  • Inconsistent leadership follow-through after incidents
  • Managerial behavior excluding themselves from accountability

Result: Became a strong proponent of positive safety culture and psychological safety.
